Dr. Marlon R. Hall currently serves as the Superintendent/President of Lassen Community College in Susanville, California.
The eldest child of the late Edna Hall Smith and Sammie Lee Hall. Dr. Hall was born in Chicago, Illinois.
As a resident of Chicago for the first eighteen years of his life, Dr. Hall attended Faraday Elementary, Our Lady of Sorrows School, and Hales Franciscan High School. Upon graduation from high school in 1976, he migrated to California to pursue his academic and athletic goals.
In California, Dr. Hall has attended West Hills College Coalinga, West Coast Christian College, California State University-Fresno, Fresno Pacific University, and the Fielding Graduate University.
He has earned six college degrees. They are: Associate of Arts degree in Journalism from West Hills College Coalinga, Bachelor of Arts degree in Biblical Studies from West Coast Christian College, Bachelor of Arts Degree in Journalism from California State University-Fresno, Master of Arts degree in Education Administration and Supervision from California State University-Fresno, Masters of Arts in Education with emphasis in Reading and English as a Second Language from Fresno Pacific, and a Doctorate of Education in Educational Leadership and Change from the Fielding Graduate University.
During his time as a college student, Dr. Hall earned letters in track at West Hills College Coalinga and basketball from West Coast Christian College. After his senior year at West Coast Christian College, he was selected to tour the Philippines with the Sports Ambassadors Venture for Victory basketball tour in the summer of 1981.
As an educator, Dr. Hall has served as a middle school teacher, high school English teacher, varsity basketball coach, adult school teacher, community college faculty member, and college basketball coach.
He is the husband of Mary Hebert-Hall and father of the late Marlon Hall Jr.

Ms. Stephanie Fleming

Stephanie Fleming is an Associate Professor in the Communication Studies Department at Pasadena City College. Ms. Fleming received a Bachelor of Science degree in Speech Communication from Northern Arizona University and a Master of Arts in Communication Studies from California State University, Los Angeles. She also earned a Master of Science in Higher Education from Walden University.
Ms. Fleming has worked at Pasadena City College since 2000 and has been a full-time instructor since 2005 when she was hired as a Director of Forensics. Prior to working at PCC, she was the Assistant Director of Forensics at California State University, Los Angeles. She now serves as Pasadena City College’s Faculty Accreditation Coordinator, the faculty lead for the Second-Year Pathways program, the Academic Senate Secretary, a member of the Institutional Effectiveness Committee, and the faculty co-chair of the Planning and Priorities Committee.

Dr. Adrienne Foster is the Academic Senate President at West Los Angeles College. Dr. Foster has been both faculty and administration in student services and academic affairs in community college system for over 30 years. She earned her B.A. in Psychology from Mills College and her M.A. and Ph.D. from UCLA in Education with a focus on learning disabilities. Additionally, she is serving as the South Representative on the Academic Senate of the California Community Colleges. This assignment has afforded Dr. Foster the ability to serve on the EEO/Diversity Advisory Committee of the California Community Colleges Chancellor’s Office and the Bachelor Degree Task Force.
Ms. Kelly Fowler

Until 2007, Kelly lived in the piedmont area of North Carolina and grew up in the western mountains of the state. She was awarded a Master of Arts Degree in Pure Mathematics from Appalachian State University in Boone, North Carolina. She also earned her Bachelor’s Degree in Applied Mathematics with a Chemistry concentration (and minors in physics and computer science) from Appalachian State University. Kelly has been happily married for over 20 years and has two beautiful boys, Abraham and Paul.
Kelly currently serves as the Vice President of Instruction & Student Services and the Accreditation Liaison at Clovis Community College since January of 2013. Clovis Community College (formerly known as Willow International Community College Center) received initial accreditation in 2015 and is the newest California Community College (number 113!). Prior to this position, she served as the Interim Vice President of Instruction at Fresno City College from April 2011 to December, 2013. In her role as Vice President, she also serves as the Accreditation Liaison Officer and oversees all areas of instruction and student services, which includes a child development center, library, tutorial center and student activities. She actively participates on a multitude of committees including curriculum, research, program review, and strategic planning.
From 2007 to 2011, she served as the Dean of Instruction and Technology for the Willow International Community College Center. Kelly provided leadership in an integrated program approach that includes basic skills, academic and occupational education, and transfer programs. She worked closely with faculty to develop, implement, and assess student learning outcomes at the course, program and institutional level.
Before moving to California in 2007, she worked for Gaston College, a community college of approximately 6000 students, located in Gaston County of North Carolina. As a faculty member of Gaston College since 1996, she taught a wide range of mathematics courses that included the first online mathematics course to be offered by the college. She authored and edited online courses for the North Carolina Community College Virtual Learning Community, served as an Online Course Evaluator and assisted with formulating guidelines and criteria for over 300 online and hybrid courses in collaboration with the Online Instructional Committee.
From 2003-2007, Kelly served as the Associate Dean of Arts and Sciences at Gaston College. During her tenure at Gaston College, she assisted the college in various activities related to the SACS (Southern Accreditation of College and Schools) accreditation process. She maintained and organized all documents in the college’s SACS Library, worked closely with faculty to create, review and analyze SLOs (Student Learning Outcomes), and assisted faculty in appropriate course assessments to measure course, program and general education outcomes. She served as the co-chairperson on the college’s SACS Outcomes Committee and chaired the Arts & Science General Education Outcomes Committee.

Dr. Virginia Lyn Neylon is a professor of English language and literature at Cuyamaca College. She has a B.A. in psychology and a B.A. in English from SDSU, an MA in teaching English from USIU, an MA in Humanities from CSU Dominguez Hills, and a Ph.D. in comparative literature from UC-Riverside. She has lived, traveled, studied and worked in Europe, spending time in England, France, Italy, Germany, Spain, and Portugal. As part of her Ph.D. study, Dr. Neylon explored the connections between European literatures and psychology. Professor Neylon is bilingual and has years of experience working with peoples of many cultures.
Ms. Paula Demanett

Ms. Demanett has been a librarian for over 30 years. She has specialized in library systems, technical services and collection management. Ms. Demanett holds master’s degrees in Library and Information Science (Brigham Young University), Conflict Resolution and Peacemaking (Fresno Pacific University) and Instructional Design and Technology (CSU, Fullerton). For the last fifteen years, Ms. Demanett has served as a librarian at Fresno City College. In addition to her librarian duties at Fresno City College, Ms. Demanett has been Academic Senate President, served on the Academic Senate Executive Board for ten years, served as the campus Program Review Coordinator, and has actively been involved in strategic planning and other campus-wide committees.
Dr. Dennis Harkins

Dr. Dennis Harkins is Orange Coast College’s 10th permanent president and has served since his appointment in 2009. OCC has an enrollment of over 25,000 students and offers more than 150 academic programs.
Under his tenure, OCC facilitated Vision 2020, a comprehensive strategic and facilities plan that guides the institution’s academic, infrastructure, and student success efforts.
This plan builds upon the college’s strength as a leader in transfer and student achievement. OCC currently holds the distinction of being the top transfer community college in Orange County. Over the past four years, OCC has increased its focus on student success, maintained its focus on recruiting knowledgeable fulltime faculty, and strategically managed class section offerings.
Dennis was also instrumental in the passage of the Coast Community College District’s $698 million Measure M construction bond whose funds have allowed for student resources including the construction of OCC’s Business, Math, and Computing building, as well as other campus upgrades scheduled to take place over the next 10 years.
Dennis is a champion of social enterprise and actively supports the college’s entrepreneurial activities. The OCC Foundation fundraises over $3 million dollars annually for student scholarships and resources, program and pathway creation, and staff and faculty innovation.
A proponent of internationalization, Dennis serves on the American Association of Community Colleges (AACC) Global Education Commission and the Global Commission for The American Council on Education. In 2013, he was a guest lecturer of the Shanghai Normal, Nanjing Institute school of Visual Arts and the Beijing Film Academy. He holds the titles of honorary president at the Nanjing Institute of Visual Arts and Guest Professor of Photography at the Shandong University of Art.
Dennis previously served as Director of Government Relations at Georgia Perimeter College in Atlanta, the third largest college in Georgia with a degree enrollment of 24,500 students. He also served for ten years as Provost of the GPC Clarkston campus and as a member of the GPC Executive Team. While in Georgia he was invited to join the American Council on Educations’ Internationalization Lab and the Leadership Network for International Education.
He started his teaching career as a photography instructor at the Art Institute of Fort Lauderdale where he became Director of Photography. Prior to his position of Provost of the Clarkston Campus of Georgia Perimeter College, he was Vice President and Dean of Education at the Art Institute of Atlanta, where he was instrumental in the college’s initial regional accreditation efforts at the associate and baccalaureate levels.
Dennis earned a BFA in Photography from Ohio University. He continued his studies at Ohio University and completed a Master’s degree in International Affairs. He holds a Ph.D. in Education with a major in Human Resource Development with a cognate in Management from Georgia State University.
He and his wife, Kim, have two children.
Ms. Ruth Babeshoff

Ruth Babeshoff has been the Dean of Counseling & Student Support Services at Santiago Canyon College in Orange, CA for the past 13 years. She provides administrative oversight and leadership for Counseling, Assessment, Orientation, Transfer Success Center, Career Services, EOPS/CARE, and CalWORKs. She also serves as the college’s Student Success and Support Program coordinator and oversees the Orange County Teacher Pathway Partnership grant. Ruth is a writing member of the college’s Accreditation Self-study team, serves as the administrative co-chair of the College Catalog Task Force, and is a member of the Enrollment Management Committee and the Student Success & Equity Committee.
Over the span of 35 years, Ruth has had the privilege of serving students at both Santiago Canyon College (SCC) and Santa Ana College (SAC). At SCC, she was the Interim Dean of Instruction for one year, the Dept. Chair of Counseling for two years, and the Division Chair of Business, Counseling, & Library for two years. As a contract counselor at SCC and SAC, Ruth played a lead role in developing the matriculation program and counseled a diverse student population. Prior to becoming a counselor, Ruth was a tenured professor teaching sociology and overseeing SAC’s EOPS Learning Skills Center. Her public sector experience includes working for Los Angeles County’s Probation and Social Services agencies.
Ruth’s education includes a Master’s Degree in Sociology and graduate studies in Counseling Psychology from Pepperdine University, a Bachelor’s Degree in Sociology from CSU Fullerton, and she is proud to be a product of East Los Angeles and Rio Hondo community colleges.
Mr. Felix Hernandez

Felix Hernandez is currently Vice President, Facilities & Operations at Allan Hancock College. He serves as college’s chief negotiator for collective bargaining with the classified employee’s union. Responsibilities include budget development and financial management respective to facilities and capital construction, drafting contracts and joint use agreements, project cash flow forecasting, long-range facilities master planning and strategic planning, physical planning, contract administration and risk management, real estate and asset management, environmental impact management, facilities management (custodial, grounds, maintenance, shipping/receiving, mail service, and transportation) space management, and capital construction.
Felix's education includes a Master's Degree in Behavorial Science; Negotiation & Conflict Management from California State University Dominguez Hills, and a Bachelor's Degree in Business Administration & Management from the University of Phoenix.

Bob Isomoto has worked in the California community colleges for over thirty five years. He is currently the Vice President of Business and Administration at Santa Monica College. Throughout his career he has held a variety of positions including counselor, CSSO, and CBO. Additionally, he was the interim president at East Los Angeles College for two years. This is his fifth comprehensive visit for ACCJC and he looks forward to an informative and collegial visit at Las Positas College.
Mr. Philip Dykstra

Philip Dykstra serves as the Director of Research & Planning, as well as the Accreditation Liaison Officer at Cypress College. Phil began working at Cypress College back in 2004 as a Research Analyst. He previously held research positions at El Camino College, Cerritos College, and Rancho Santiago Community College District. Phil earned his masters degree in Public Administration with a concentration in Urban Planning and a bachelors degree in Political Science with a minor in Business Administration. Phil has also served on six different accreditation site visit teams for ACCJC.
